When you sign in and your profiles sync, Acheev tracks which achievements you have unlocked vs those available in the game. Your progress is shown on the game page above the achievements list so you can easily keep track of where you are.
This includes as much relevant information as possible where there is a game guide - e.g. missables outstanding, any unobtainable achievements:
When you've unlocked all achievements, the progress changes to a green award to show off your accomplishment, and the game is added to your 100% showcase on your profile page.
However, there are games where some achievements are no longer obtainable - perhaps they were time-limited, they were for a game mode that no longer exists or they relied on online services which have since been shut down by the devs.
Plus, DLC may be released after the game's launch and add new achievements to the game - destroying a previously successful 100%. This can be frustrating if you don't have the DLC, or have since moved on to other games.
On Acheev, you can still 100% games that have Unobtainable achievements and without all the DLC!
This is termed "Blue" progress, and once you 100% a game in this way you still get the 100% completion banner and it is still added to your profile showcase - just with a blue emblem rather than a green one.
Essentially, Acheev knows - via the game's guide - which achievements are now Unobtainable and computes a secondary progress level based only on achievements that can actually be unlocked in the base game.
I.e. a Green 100% is all achievements. A Blue 100% is all Obtainable achievements from the base game (no DLC).
