Start a 2 player game and then when you land on a property set it for auction. And then just bid on it with one account and win.

I'd recommend doing this with another controller. When you are able to trade and complete two sets then trade and its yours.

For this, I would recommend starting a 2-player local game and restarting if you don't win the dice roll at the beginning. Once you do the achievement is yours.
